Title: Cerber rasomware

Rasomware cerber has encrypted all files of my external hard drives, I need to know how to decrypt the files. Thank you.

There is still no possible way to decrypt files yet. Usually Cerber deletes original files and encrypts copies of them. So if you haven't formatted any drives, you should try a Data Recovery software. It might be able to help you in recovering some of the files that way.
TeslaCrypt has been beaten, so I am optimistic that we will see Cerber ransomware decrypted too.

Also these tips about preventing ransomware (http://sensorstechforum.com/forums/pc-tips-tricks/tips-about-ransomware/) could be useful to you (sadly ransomware can spread in a network, when somebody else activates it).
