Decryption Challenge

I'm working on Decrypting a "url" that some one gave me for a challenge but i dont know what to do anymore ^^
Maybe one of you can spot what i dont.

I already asked a Friend whos working with these things and he sayd it was easy but wont give me a hint^^

Ok, if you are asking for help - isn't that considered cheating?
And how would it be a challenge if somebody solves it for you?
What is going to be the result, when you solve the URL address
(what you are going to win and what will the site open??)

Anyway, I think you should fiddle more with the link itself and doing more cross-reference.
Example: when you cross-reference 259 and German history, you will get an article called:
259-Car Autobahn Pile-Up Largest In German History

Good luck.

EDIT: I hope it is not malware at the end of that link and
I don't encourage people seeing this page to try solving it.

We got Permission from the Starter of the Challenge to do whatever it takes to solve it and i tryd everything i know of and am just searching for a little help?
