Windows 8 and Windows 8.1 / Annoying Windows 10 Upgrade icon

I use Windows 8.1 and even though I choose not to upgrade to Windows 10, i keep seeing the Windows 10 Upgrade icon on my computer and it is frankly annoying. Is it possible to remove it completely ? Also, can this icon slow down my PC ?

Please help, i forgot my user password for my Windows User account. :-\ I am using a Windows 7 and I give my PC for reinstall of Windows but i cannot do it unless I copy my important data to my external HDD.
