It is stated in advertisements that visiting that page and getting the uninstaller will stop all Offers4u messages, but actually the page has malicious content on it.

The redirects may be with the aim of generating revenue for its authors on a pay-per-click basis.
The PUP is using cookies, and every time you are redirected to it or one of its probable affiliate sites, you can be tracked. That may allow for sensitive information to be stolen secretly from you. Some of that data can be used to generate more attractive commercial content to you or in any way the developers of Offers4u to make a bigger profit with its help.
